Very astute of you to spot that the photo isn’t ‘Unfocused’ in the true sense of the word. The effect you see was achieved by applying a ‘Radial Blur Filter’ to a sharply focused image in Photoshop. I have now posted the original image under the title of ‘Unfocused Focused’.
I didn’t know the word astute (English is not my mothers tongue) and had to look it up. Thanks for the compliment and for expanding my vocabulary.
It’s good to know that even if I wasn’t 100% correct about the photo, I was on to something.

Did you spin the camera while shooting on a slow shutter? To mee it looks like that’s the technique you’ve used.
